Arts Queensland is evaluating the art +place program looking at the first three years of its operation. Survey is available online

In mid 2007 Arts Queensland's art+place public art fund was established following the recommendations of an evaluation of the previous Queensland Government public art program, Art Built-in. Funding of $12 million was allocated over three years commencing on 1 July 2007.

Arts Queensland is currently undertaking a review of the program which is looking to identify early indicators of program outcomes and findings to inform process improvement against. The evaluation is designed to:

  • Evaluate artistic quality and impact of works commissioned under the art+place program and the extent of innovation in public art commissioning practice to date;
  • Assess the direct employment outcomes under the art+place program including outcomes for associated public art industry professionals including public art project managers, designers and arts workers;
  • Examine the effectiveness and efficiency of the art+place governance arrangements for assessment of public art projects including the current and developing role of the Curatorial Panel, and current reporting arrangements to government;
  • Examine the user-friendliness of art+place program tools to deliver stated principles and outcomes including the guidelines and selection criteria; tri-annual expression-of-interest process; Curatorial Panel assessment meetings and three-stage commissioning process;
  • Examine the uptake of the art+place program across all categories of applicants with specific reference to the success of incentive funds offered to new categories of applicants (Local Government, not for profit arts and cultural organisations, arts and cultural festivals and private developers operating in Queensland).

The evaluation will result in an evaluation report and a minimum of three key case studies of projects from the program so far. Focus groups, one on one interviews and an online survey will be amongst the tools used to gather information and views to inform the evaluation report.

Sydney-based partnership Sally Gray and Annie Talvé from Makestuffhappen were awarded the project and will be working and travelling to key sites in Queensland until the end of the year gathering data and talking to key stakeholders to inform the evaluation.

The evaluation is due for completion in December 2009 with the evaluation findings and case studies available on Arts Queensland's website from early 2010.
